Less than 400 pairs of Philippine eagles continue to hunt, breed, and traverse a terrain that is becoming more and more hostile to their survival somewhere in those shadows. The math is straightforward and harsh for Dr. Jayson Ibañez, who has spent years watching these birds slip silently toward extinction. Their time runs out without widespread intervention.
That is the fundamental idea behind the Kitanglad Protocol, an initiative that was born out of a strange kind of desperation disguised as optimism rather than pessimism. The concept is simple: all of Bukidnon’s surviving wild raptors will be microchipped to become trackable data points. During rescue operations or regular conservation activities, each chip—no bigger than a grain of rice—would be surgically implanted. Researchers can see breeding patterns, migration routes, hunting territories, and the tiny, everyday threats that kill these eagles one by one in real time thanks to the data flow.
It is ambitious in a way that is only possible for field biologists operating on the verge of extinction. Monitoring one of the rarest raptors in the world—a bird that once ruled the Philippines’ forests with complete authority but is now restricted to small areas of protected land, vulnerable to poaching, unintentional electrocution, and the gradual suffocation of habitat loss—requires no room for timid half-measures.
There aren’t many conservation tales about the Philippine eagle. Every two years, these birds mate for life and raise a single eaglet; their breeding cycle is so sluggish that it seems nearly impossible for the population to recover. Depending on who is counting, the current population in the wild ranges from 180 to 600 individuals. Each and every bird counts. Each bird is a thread in a net that has been ripped too many times already.

Ibañez’s approach is unique because it embraces technology on a personal level. Naturally, the eagles themselves do not have a vote.
